In this tutorial, we talk about how to make a simple fractal by using only a filter in photoshop.. you can get more better result by using your own creativity..
First step
Open a new document and set it with 600 x 600 px and make sure you give a black background..
Second Step
Make a new layer and make a small square right in the center of canvas, or look at this illustration.
and then fill the square with white color as you can see below
Third Step
press D to set the background and foreground color to default, and now go to filter-texture-grain and now use this setting
and the result will be
Fourth Step
Go back to Filter - Artistic - Neon Glow and use this setting as you can see below
and the result
Fifth Step
Go to Filter - Distort - twirl and use this setting
and the result
Sixth Step
Go to Filter - Distort - Wave and use this setting
Nota : you can click a randomize to get a better result that you wanted.

Seventh Step
Duplicate this layer by pressing CTRL+J in your keyboard, and give a screen on the blending options. as you can see below
Eighth Step
Go to Edit - Transform - Flip Horizontal
The result will be like this
and now merge it with the bottom layer by pressing CTRL+E
Ninth Step
Duplicate the layer again, and change the blending options with screen and then continue the seventh step
tenth step
Now go to the Edit - Transform - Flip Vertically
The result will be
Ok that's all, you can get more artistic fractal by changing the blending mode into overlay or darken... just try yourself... and you can change the color by adding a color balance or hue/saturation.
